There is also the benefit where this NCO rank is considered to have, in times of combat and generally informally, authority higher than the junior commissioned officers, due to the difficulties in attaining the rank.<br /><br />Well that's about all the justifications i can come up with in terms of Mamiya's rank, and I hope you don't take offence with what i've been saying. I kept the explanation short in the release notes because I didn't want that to be too long.<br /><br />Kuki is the 副長, which means Executive Officer in the context of Navy according to Rikaichan/WWWJDIC. And she's not the commanding officer of the ship, the Captain is, he just lets her do all the work. I really don't know about real life Navy, but her role seems consistent with the XOs I see in Super Robot Wars, which are supposedly Navy-inspired, so I'm pretty confident this is correct.<br /><br />Mamiya is the 内務長; 内務 means "internal affairs" and 長 means chief/head, so this was pretty straightforward. Foremost among that is iirc Executive Officer is a field appointment, not a rank, so therefore it is highly unlikely they would be given operational command over a vessel. They are also in charge of maintenance and logistics, which fits with Wings of Yuri's original description of Mamiya's role on the vessel.
